About the place
The cultural centre is in the Otopeni town hall building on Strada 23 August, in the town centre. It was founded in 1999 and is named after the actor Ion Manu (1881–1968), who played at the National Theatre in Bucharest and on the radio. In 2014, as part of the National Theatre Festival, the centre hosted an exhibition about him.
The hall stages plays for adults, usually on Saturday evenings at 19:00, and children's shows on Sundays at 11:00. It also hosts the Otopeni Folk Festival, which reached its 22nd edition in 2026. The centre runs classes in ballet, folk dance, painting, chess and musical instruments, and the town library is in the same building.
